Attach the speedometer sensor to the right fork leg using (Refer to Troubleshooting in case of problems). Press the Right button to choose kilometer or mile.

But it it's just barely close enough, you might want to re-position it anyway. Of course if it works, it works. When you say 'tied to the fork', do you mean with zip ties? You might be able to open those up with xomputer sort of object.
Otherwise you'd just need to get more zip ties. As a side note, you might want to measure biks tires, then go through the setup procedure too.
There is a really great chance the LBS just used the recommended number for your 030 size, rather than measuring. It's really easy to measure if you put a drop of oil or grease on your tire, roll the bike, then measure the distance between the spots.
